James White, PhD, RN, MSc, is a Program Manager II at the Upstream Lab, St. Michael’s Hospital, Unity Health Toronto. With over 20 years of experience in pandemic preparedness; outbreak prevention, detection, and response; emergency management, One Health, and global health security, Dr. White has served as a frontline healthcare provider and emergency responder in more than 20 countries. He blends clinical, technical, research, and operational expertise to help implement large-scale health security and emergency response programs, combining frontline clinical experience with research and strategic leadership to advance global health initiatives.
Dr. White is deeply committed to supporting individuals, communities, and nations in building resilient and equitable health systems capable of responding effectively to infectious disease outbreaks and other complex emergencies. His work focuses on strengthening global health security through collaborative research, innovative preparedness strategies, and community engagement.
Currently, Dr. White manages the PREPARED project (Pandemic pREparedness engaging Primary cARe and Emergency Departments), a national initiative aimed at creating a coordinated early warning system for pandemics across Canada. The project involves up to 50 primary care clinics and emergency departments across six provinces, leveraging real-time clinical data, rapid diagnostic testing, and collaborative networks to swiftly respond to new outbreaks and novel pathogens.
